Endava (NYSE ‘DAVA’), the technology-driven business transformation group whose AI-native approach combines cutting edge technology with deep industry expertise has signed a Framework Agreement with the Authority for Digitalisation of Romania (ADR) to support the migration of government applications into the Romanian Government Private Cloud, a strategic pillar funded through the National Recovery and Resilience Plan (PNRR).

Matt Cloke (1)“Romania is hugely significant to Endava and this represents a true ‘first of a kind’ opportunity to work with the Romanian Government at this scale. We hope this will lead to a long-term relationship, where we can continue to support both the government and the people of Romania,” said Matt Cloke, CTO of Endava. ”We also believe this will set a precedent for successful cooperation with administrations across all our locations, reinforcing our commitment to supporting communities wherever we operate.”

With more than 25 years of global reach, a solid regional network and well-established delivery units in Romania, Endava leverages its multi-shore delivery model, deep industry expertise and AI-native methodology to partner with businesses and national administrations to modernise legacy systems, deliver cloud-first solutions at scale and accelerate digital transformation through secure, reliable and high-performance services that drive lasting value.

Francesco Giovane, Country Manager Endava Romania (1)Building on this expertise, Endava will now be one of the pre-approved companies to support the Romanian Government in migrating at least 30 digital-service applications.

“This selection reaffirms our expertise and our position as a trusted partner in supporting administrations through digital transformation and gives Endava  access to a significant projects across four years,” said Francesco Giovane, Endava Romania Country Manager. “Special recognition goes to the team of dedicated Endava professionals across our European locations, whose commitment, professionalism, and strategic approach were key to securing this success. Their work exemplifies the values of collaboration and excellence that continue to drive us forward.”

Endava Romania will be involved in migrating multiple critical applications across ministries and agencies into a consolidated, government-managed cloud environment, supporting the needs of the Authority for the Digitalization of Romania (ADR).

The project scope includes:

● Designing and architecting a resilient private cloud infrastructure
● Planning and executing phased migration of legacy and bespoke applications
● Implementing robust security, governance and compliance frameworks
● Providing ongoing managed-services support and optimisation

This collaboration aligns with Endava’s commitment to partnering with clients on high-impact digital initiatives.

In 2020, at a high-level round table organized by the Romanian Government and attended by the nation’s leading technology companies, I remember Endava’s CEO, John Cotterell, saying: “You have here, in Romania, everything you need to become one of Europe’s top five digitally governed countries.”

He was right, even if that vision hasn’t fully materialized yet,” shared Sabin Sărmaș, former Authority for the Digitalization of Romania president. “Five years later, I’m glad to see Endava among the companies that have decided to take a step toward serving the public sector, being selected among those who will support the migration of Romania’s IT systems to the national cloud infrastructure.”
